DISTRIBUTION PROCEDURES

Overtime Rules (General):
1.1
Overtime will be selected from the Mechanics
(assigned/regular) and Crew Chiefs on duty in the appropriate work unit (i.e.,
General Mechanics, Avionics Mechanics, and Tech Crew Chiefs). Overtime will be
solicited in order of their relative overtime standing on their respective
Overtime List.
1.2
When the need for overtime work is not expected
to exceed four (4) hours; four (4) hours overtime will be offered to eligible
Mechanics on duty first, Holdover(HLD), then Early Call-in (ECI), and finally
Recall.
1.3
When the need for overtime work is expected to
exceed four (4) hours, overtime will be offered first to eligible Mechanics on
Day-off. If none are available, overtime will be offered to Mechanics on duty
first, Holdover (HLD), then Early Call-in (ECI), and finally Recall.
1.4
Mechanics with the lowest hours will be
solicited for overtime first. In the event of equal hours; Overtime will be
offered to the senior Mechanic first. Seniority is based on occupational
seniority in accordance with the Master Seniority list.
1.5
Mechanics will be solicited in the following
order (the list is to be prepared by lowest overtime hours and then by
seniority):
1.5.1
Mechanics
from their respective work group for Holdover overtime.
1.5.2
Mechanics
that are on their regular scheduled shift.
1.5.3
Mechanics that are on a CSW.
1.5.4
Mechanics that are on Availability List from
their respective work group
for Early
Call-in (ECI) or Day Off overtime.
1.6
Mechanics that CSO are eligible to work a sixth
(6) day. However, Mechanics that CSO are placed at the bottom of the sixth (6)
day list.
1.7
Mechanics from other work groups for holdover
overtime, Example: Avionics to work as General Mechanics
1.7.1
Mechanics that are on their regular scheduled shift
1.7.2
Mechanics that are on a CSW
1.8
Mechanics from other work groups that are on
Availability List from other work groups, for Early Call-in (ECI) or Day Off
overtime
1.9
Overtime Lists and Availability Lists will be
maintained in the Maintenance and Engineering Administrative System.
1.10 Mechanics
completing the sign-up procedure are signing that they are available. However,
retain the option of refusing or accepting when contacted.
1.11 Mechanics
will be eligible to sign-up for a period of 30 calendar days for day-off
overtime on their days off preceding and following their vacation period.
Mechanics on more than 30 days of vacation will have to make arrangements to
complete the sign-up for day-off overtime, beyond the thirty (30) day limit in
the system.
1.12 This
can be accomplished by submitting a written request to Production Control prior
to the start of the first week of vacation. Additionally, should a Mechanic have
more than one week vacation, the Mechanic is not eligible to sign-up for Day-Off
overtime on his/her days off in between the consecutive weeks, but remains
eligible to sign-up for Day-Off overtime on his/her days off before and after
his/her week(s) of vacation.
1.13 Mechanics,
Avionics Mechanics, Crew Chiefs, and Tech Crew Chiefs working a shift as an
acting supervisor (MPR) for a complete or partial tour of duty, will not be
eligible for overtime for that day. Mechanics, Avionics Mechanics, Crew Chiefs,
and Tech Crew Chiefs will not be eligible for overtime work in his/her regular
classification until after he/she has completed a regular scheduled tour of
duty in his/her regular classification.
1.14 Mechanics
who accept overtime assignments will be assigned according to operational
requirements and not for a particular shift or work area

1.15 Mechanics
accepting ECI or Day-Off overtime assignment will report to the Hangar One (1) Routing
Supervisor for work area assignment. After receiving any overtime assignment
(ECI, HLD, or Day-Off), the Mechanic will immediately report to the work area
Crew Chief/ Supervisor.
1.16 General
Overtime selection is not subject to Qualification requirements; including,
Taxi-Tow, Run-Up, and Fleet Training, except when the purpose of the overtime
is designated for specialized work, i.e. fuel tank repair, welding, and Cadmium
Plating.
1.17 Before
being considered eligible for overtime assignment, Mechanics must have
completed eight (8) hours of regular scheduled work after an Injury on Duty,
Restricted Duty, Transitional Duty, or a sick call, which resulted in time off.
1.18 Selection
for Overtime assignment will be based on the anticipated Overtime requirement
and from the shifts deemed most appropriate by Management within a Two (2) hour
shift starting time window. Technical Crew Chief selection for Overtime will be
as determined by Management, based on the type of work involved.

Overtime Sign-Up and Selection:
2.1
The normal means of being placed on overtime
Availability List, for Early Call-in (ECI) or Day Off overtime is by using the Staff
Admin computer access system using your employee number and individual personal
identification number. In the event the Staff Admin Kiosk system is
inoperative, unavailable, inaccurate, or when the computer cannot process your
request, the following methods are acceptable.
2.2
Mechanics can fax a request to Production
Control (686-7873) requesting to be placed on the Overtime
Availability List, followed by a phone call to 686-3935 or 686-3938 to verify
the Production Control Agent received the fax. A written request for overtime
may be handed directly to the Production Control Agent on duty at Hangar One (1).
2.3
Mechanics can sign-up for Day-off, Early Call-in
(ECI) overtime to be placed on the Availability List for a period of thirty
(30) calendar days in advance of the overtime period.
2.4
Sign-up on the Availability List for Early
Call-in (ECI) and Day-off overtime must be completed prior to the end of the
previous shift.
2.5
Mechanics that do not sign-up for; Early Call-In
(ECI), Day-off overtime will not be charged, even if their hours are less than
Mechanics that work the overtime called.
2.6
Mechanics that are on a CSW and want to work
overtime will be considered eligible after exhausting all eligible Mechanics
within their work group.
2.7
Mechanics that are on a CSO and want to work a
Sixth (6) day overtime will be considered eligible after exhausting all regular
scheduled Mechanics within their work group.
2.8
When calling for Day-off or Early Call-In (ECI)
overtime, if there is no answer, an answering machine or a message left on a
privacy manager program, then the Mechanic will be considered
"unavailable" and not charged for a refusal. A record of When calling

2.10 Exception:
If a Privacy Manager is in use and a negative response is given (e.g. “Please
remove my name from your phone list”) resulting in a call disconnect, then the
Mechanic will be charged for a refusal.
2.11 Except
for Recall (Article 25 (a) of the AA/ TWU agreement); Mechanics should have 7 ˝
hours rest prior to an overtime assignment after his/her previous work period
(regular or overtime or both), or for overtime work that will result in less
than 7 ˝ hours rest period prior to commencing his/her next work period
(regular, overtime, or both).
2.12 A
Mechanic that has been offered four (4) hours of overtime on an Early Call-in
(ECI) basis, and the two (2) hour minimum notice cannot be given, the affected
Mechanic will be compensated for the total amount of overtime hours actually
worked and will not be required to work an additional period of time to
compensate for late arrival for overtime assignment. (Article 25 (b) of the AA
/ TWU agreement).
2.13 Mechanics
that have been scheduled for training prior to shift start time are ineligible
for Early Call-In (ECI) overtime. However, Mechanics remain eligible for
Holdover (HLD) overtime
2.14 Mechanics
that have been scheduled for training following his/her shift are ineligible
for Holdover (HLD) overtime. However, Mechanics remain eligible for Early
Call-In (ECI) overtime on that shift. If
they have signed up for Early Call-In (ECI) overtime and refuse, they will be
charged four (4) hours for the refusal.
2.15 Mechanics
that are required by the Company to attend training classes during regular
working hours will be paid for time spent in attendance at the classes at his
base hourly rate and the time will be deemed as time spent at his regular work
for all purposes.
2.16 Assigned
Mechanics are eligible for overtime after completion of the Mechanic
orientation (001) class.
2.17 Avionics
Trainees are not eligible to perform Avionics (7935) Overtime until they have
completed the Avionics Qualification Test (A-30). (Article 6(c) (5) of the
AA\TWU Agreement). However, they are eligible for Line Maintenance (7930)
overtime.
2.18 In
the event of an emergency, prior to resorting to the provisions of Article 6(c)
(2) of the AA/TWU Agreement. Volunteers will be solicited from their work group
in order of their relative overtime standing on the overtime list (lowest to
highest hours) In the event of equal hours; Overtime will be offered to the
senior Mechanic first. Seniority is based on occupational seniority in
accordance with the Master Seniority list. Management may then assign Mechanics
with the lowest hours for overtime first. In the event of equal hours; Overtime
will be assigned to the senior Mechanic first. Seniority is based on
occupational seniority in accordance with the Master Seniority list.

Overtime Charging:
3.1
All overtime declined for any reason by
Mechanics after being offered by the Company shall be considered overtime
refused and charged to the Mechanic for equalization purposes as though it has
been worked. The amount to be charged
shall be the amount offered.
3.2
Mechanics will be contacted at least two (2)
hours prior to commencement of Holdover (HLD) overtime assignment, except in an
emergency beyond the Company’s control. However, Mechanics not given two (2)
hours notice and refuses the overtime will not be charged.
3.3
The Overtime List will record Overtime hours,
and it will be maintained separately from the Field Trip list.
3.4
Overtime worked as acting Supervisor (any MPR
assignment) shall be charged to the Mechanic's overtime hours.
3.5
When an Mechanic accepts an acting Supervisor
(MPR) position for three (3) or more consecutive days, upon returning to
his/her regular classification, he/she will be assigned the same number of
hours as the highest Mechanic Plus One (1) on the Overtime List in the affected
work unit unless his/her overtime standing is higher without adjustment. Exception – When attending Product Team
Meetings, a mechanic will be allowed to work a maximum of 3 days without being
penalized.
3.6
Time worked in excess of a regular tour of duty
on a holiday will be charged to a Mechanics overtime record.
3.7
Overtime hours will be charged to the Mechanics’
Overtime List in one (1) hour increments. Five-tenths (.5) of an hour or less
will not be charged. Sixth-tenths (.6)
of an hour or more will be charged as one additional hour.
3.8
Mechanics that are added to the Overtime List,
either by transfer into the station, transfers work units, or returns from a
personal leave of absence will be added to the overtime list in seniority order
and assigned the same number of hours as the highest Mechanic plus one (1) on
the Overtime List in the affected work unit. Mechanics returning from a sick
leave, injury on duty, layoff, Military leave, and family leave of absence will
retain the same number of hours.
3.9
On January 1st of each year, all overtime hours will
be reset to zero for equalization purposes.
3.10 The
Union and the Company will meet to review and
revise overtime procedures, as necessary.
