A
CS is a change or trade of the work schedule between two (2) employees. The
employee accepting the CS assumes the responsibility of working the other
employee’s scheduled hours. The time worked as a result of the CS will be paid
at straight time rates.
American
Airlines provides this privilege to employees to offer employees limited
flexibility to their scheduled shift and/or greater flexibility for employees
to tend to unforeseen circumstances. Each individual will be held accountable
for this guideline. Failure to abide by the below CS policy could result in a
temporary or permanent suspension of CS privileges. It could also eventuate in
appropriate PPC action.
The following
guideline is the Change of Shift (CS) Policy for ORD Maintenance &
Engineering effective 12/27/03:

There are no
CS’s with yourself. The only exclusion would be
bona-fide emergency and the procedures under Emergency CS will apply.
·
It is the
responsibility of the employee working the CSW to ensure that he/she has
maintained the federal requirements (FAR 121.377) of the monthly time off
mandated by the FAA.
·
It is the
responsibility of the employee working the CS to report to Management and to
the Crew Chief at the start of the CS shift to inform them whom they are
working for on that CS. Failure to do so may result in loss of CS privileges.
·
Three way swaps are not permitted. EX: Employee A
swaps with Employee B. Employee B then
swaps the shift again to Employee C.
This is NOT allowed.
·
Employees can
not CS during their scheduled vacation week(s). Employees may CSW their two (2)
days off before and after their scheduled vacation week(s).
·
An employee
who calls in sick on a CSW repeatedly may lose CS privileges per this CS Policy.
All CSO/CSW must be done through Staff Admin a minimum of four (4)
hours prior to the start of the shift in which the CS occurs. Unless the system is down, in which case the
employee must use a CS Exception Form.
The following
information is required when completing the CS form

The date to be
worked.
·
The shift
times
·
The employee
working / signature – employee number
·
The employee
who is now off / signature – employee number
Note: The only time a paper CS Request
will be used is when the system is down. Or an employee is working the second
half of a split shift. In which case the guidelines for a spit shift CS will apply.
All CS forms
must be fully completed, if not form will be returned to the employee. No other
forms will be accepted. Only one date per form. All
forms must be received a minimum of 4 hours prior to the shift.
Anything less
than 4 hours will be considered an emergency and must be approved by a Manager
A CS Exception
Form MUST be filled out if the CS is to be cancelled. The form must be turned in to the Production
Support desk in Hangar 1 a minimum of 4 hours prior to the shift the CS is
scheduled on.
Double/Partial
C/S’s:
·
Only allowed 2
doubles in a 7 day week (Sat. to Fri.), but no more than 2 consecutive doubles
in any time period.
·
Ex.: Thurs/Fri
worked as doubles. Only allowed to work
a single shift on Sat. despite the start of a new week. Then you are allowed to work 2 doubles the
rest of the week.
·
A minimum rest
period of 7 ½ hours is required prior to any scheduled classroom training.
·
No two (2) shifts shall overlap more than 60
minutes.
·
No triple
shifts will be allowed.
·
No CS will be
allowed that result in more than 16 hours paid in any twenty-four (24) hour
period.
Partial and Split Shift CS:
·
Only 2 types allowed:

Standard partial:\
·
You may CSO exactly one half of your regularly
scheduled shift and complete the other half yourself.
·
Split Shift
·
2 employees may work your regularly scheduled
shift. Each working exactly half of the
shift.
·
8 hour shift = 4/4
·
10 hour shift = 5/5
·
This includes the overlap time of the shifts.
·
Procedure for Split Shift CS:
·
The first half of the CS will be entered in the
Staff Admin Computer.
·
The second half of the CS will be entered using
the “CS Exception Form”. This form will
be found in Production Hangar 1, 4 hours prior to the shift on which the CS
will occur.
·
Both halves of the form will be time stamped by
the Production Agent.
·
One half of the form goes to Production in Hangar
1 and the other half goes into the AutoTA mailbox.
·
Any continous work period in excess of 12 hours
will be considered a double and fall under the rules for a double shift.
·
You cannot CSO a shift that you have committed to
a CSW. You must cancel the entire CSW
prior to entering into another CS agreement.
You cannot CSO your regular shift and then CSW on the same shift for
someone else.
·
Any "No
Show"/"No Call" on a CS will result in privilege suspension as
follows: First Offense – 30 day, Second Offense – 90 days, Third Offense – 180
days. Next offense after a third offense
will result in PPC action.
4/10 Scheduled
Employees
Employees on a
four (4) ten (10) work schedule are not eligible for double CS’s during
regularly scheduled shifts.

4/10 Schedule
- Employees assigned to a 4/10 schedule cannot work double shifts due to the
shift overlap times. Changes between 8.0 hour employees and 10.0 hour employees
are allowed on day off. You cannot combine an 8-hour shift and 10 hour shift in
one day. Employees are paid for actual hours worked.
·
Partials will be allowed between a 4/10 and 5/8
employee. However, anything over 12
hours worked will be considered a double and fall under the rules for a double
shift.
·
No one is allowed to work more than 16 hours in a
24 hour period.
Training:
An employee’s CS privileges could be suspended if the employee fails to accomplish any assigned recurrent training when given due notice and sufficient time to comply by the Supervisor or Manager.
Emergency CS:
The shift
manager on duty must approve an emergency CS. The employee must provide reason
for the emergency to the Manager on Duty. The request will be approved or
denied at the manager’s discretion. The
employee in need of the emergency CSO is responsible to contact the Manager on
Duty.
CS During
Overtime
If you are
called in for any form of overtime and you are on a CSW, it is the employee’s
responsibility to notify the person calling you of the CSW. If you are signed up for a CS prior to the
calling of any form of Overtime/Field Trip, you will not be allowed to cancel
the CS.
An employee
scheduled off on the holiday or regularly scheduled DO, who CS’s with an
employee scheduled to work the holiday, he/she will be paid straight time CS
for all hours worked. The holiday will remain the employee’s next scheduled
workday. If you have CS’d to work and go out on a field trip and return on your
ID, TD or RD:
Any employee
assigned by medical as ID, TD or
MISC.
Employees are
responsible for notifying their Shift Manager, in advance or 4 hours prior to
the shift, if either employee is unable to cover the approved CSW. Failure to
notify management may result in a suspension of CS privileges.
While it is
not the intent of American Airlines to amend the aforementioned policy, it may
be necessary to conditionally revise or revoke some or all of these provisions
due to the requirements of service and the needs of the operation.
As
a reminder: Employees who CSO their shifts without CSW’s, may impact his/her
calculated hours worked, which could result in a change in retirement accrual.
It is the responsibility of the employee to monitor his/her hours in order to
determine if it will have an impact on his/her employee benefits.
Entry into Staff Admin or signing any form
relating to the CS policy indicates you are fully aware of all CS guidelines
and will be accountable to adhere to the CS policy.
Failure to abide by the above
policy could result in a temporary, or up to and including permanent suspension
of CS privileges. This could include
first offence – 30 day suspension, Second offense – 90
day suspension, Third offense – 180 day suspension. Any further offenses will result in
appropriate PPC action.
